Bill provides financial redemption for our wrongs

Local governments, no matter how attentive they are to the various agencies they direct, are sometimes responsible for an event that damages people and property.

While enormous settlements in an increasingly litigious society approach obscene levels, the pendulum can swing too far in the other direction, too.

That was the case in the limited liability of Nashville Electric Service, at fault in an accident that killed a construction worker and severely injured two tourists in 1997.

The accident occurred when an NES transformer exploded at the site of the now-defunct NASCAR Caf
