Dean proposes $3.25M purchase of former JCPenney space

Looking to pump additional city services into an area exploding in population, Mayor Karl Dean has offered to purchase the former JCPenney building at Hickory Hollow Mall for $3.25 million.

The space would accommodate an expanded library, new regional community center and 2.6 acres of green space.

“Southeast Davidson County is one of the fastest growing parts of our city, and this purchase will help make sure that the facilities and services there keep pace with the needs of its residents,” Dean said in a press release Friday.

Dean’s administration has drafted a resolution to purchase the property from CBL & Associates Properties Inc., the mall’s owner. That proposal set to go before the Metro Council Nov. 15.

The $3.25 million price tag would come from the previous year’s capital-spending plan, which carved out $18 million for the development of the mixed-use center.

District 32 Metro Councilwoman Jacobia Dowell, who represents the area, called the community center and library “much needed” additions to the Antioch area.

“I’ve been out here 15 years,” Dowell said. “And we’ve had this conversation before. We’ve needed a community center out here, and the library we have has always been a little small to accommodate the community.”

The purchase of the mall has been in the works for months, with Metro Finance Director Rich Riebeling telling The City Paper in September to expect a formal proposal this fall.

Dean’s plan comes nearly one year after he had proposed leasing the former JCPenney space from CBL, which would have included the relocation of the Tennessee State Fairgrounds expo center to the mall. The project –– which also involved a new library, community center and park –– fell apart when the council bucked his wishes to redevelop the fairgrounds. The previous lease arrangement, orchestrated by Dean’s administration, was the subject of widespread scrutiny.

Under the latest proposal, the 30,000-square-foot regional community center would include a gymnasium, fitness center, multi-purpose room and other amenities, according to the Mayor’s Office.

“The need to provide more park services in southeastern Davidson County has been pointed out in both our Parks and Greenways Master Plan and in the Open Space Plan, and is one of the Parks Department’s highest priorities,” Metro Parks and Recreation Director Tommy Lynch said.

The expanded library would replace the current 1992-era Southeast Branch Library located at 2325 Hickory Highlands Drive, which has limited capacity to grow or add parking. At 25,000 square feet, the new library would double the size of the existing library.

Other non-retail components planned at Hickory Hollow Mall include a satellite campus of Nashville State Community College. Metro contributed $1 million to assist the school’s expansion into Antioch. Nashville State is in the process of purchasing the Dillard’s building at the mall.

I knew this wasn't over yet. Dean has something cooking with the owners of Hickory Hollow Mall. It's so obvious. He has done everything he could to use our money to get HHM out of their financial bind. It was just a matter of time before we ended up with this property.

This reeks to the high Heavens! Karl has pulled every hook & crook to bail HH out & give the Fairgrounds away. By give away, that is as far as the taxpayers are supposed to know! There are "under the table deal" signs all over everything Karl & crooks present.

this is not new info folks. this porposal has been on the table and been discussed for at least a year. I live near the mall. every part of the city needs to benefit from the budget... not just West Nashville and Green Hills.

Here we go again - our leaders are just fixated on spending public money on Hickory Hollow mall. I'm all for a community center. But every time I drive down the streets of Antioch, it makes me angry that this city spends little on fixing bad roads, installing or upgrading sidewalks (people walking in the traffic lanes) and other necessary infrastructure. WHERE DOES ALL THE TAX MONEY GO? They would rather throw public money into another "nice to have" instead of using public money to fix what we ALREADY have. Let's take care of the needs before we spend money on the wants. James Keeton

More Corporate Welfare. Government isn't supposed to be subsidizing private companies. This is our money Dean is throwing around.
He could take the property on a tax lein pretty soon Better yet, declare imminent domain, force a sale to another private party like he did on other downtown property.
Somebody on Deans "Most Favorite People" list is getting greased.
I smell a rat, maybe a whole nest of em.
The CityPaper should investigate this.

tax moneys go to replacing currently fine sidewalks on Elliston Place. studies on where to put a baseball stadium when theres already a location ready to be replaced.
Hickory Hollow needs jobs just like Bell View, North Nashville and most areas of the city. This money has been allocated in the budget. let's get it done. Look at 100 Oaks and tell me revitalization doesnt help the whole area. Bring on Nashville State, a Library and a community center. Hickory Hollow will be bustling and Money will ring into the coffers. I say "let the donut counties suck eggs", keep our money in Davidson county.

tomw.....100 Oaks was a project taken on by a private corporation. Can you not see the difference? They have to make a profit to survive. Governments don't make money, they spend money, our money. I live in Antioch. Metro buying any part of Hickory Hollow Mall isn't going to help anything except the health of Hickory Hollow Mall owners bank accounts. If Vanderbilt had bought the Fairgrounds 15 years ago, it would be thriving now. Karl doesn't care about that. If something Metro runs doesn't make money, they just raise our taxes.

The "spending like a drunken sailor" was happening with the boondoggle of a Convention Center that's going to cripple our economy while making a handful of fat cats fatter and catter. I fully support spending on libraries, even if they are going to Hickory Hollow.

SOMEONE needs to spark turnaround and change in Hickory Harlem. Might as well be an initiative by Metro.

Sometimes I forget how young this city is, and then I still hear the hillbilly crybaby routine, and realize how bitter some people still are to have been "citified".
