Male prostitute, brother arrested on murder charges

A convicted prostitute and his brother were arrested early this morning and charged with murdering James William Ray in Madison.

Madison Precinct detectives charged Stephen K. Phillips, 22, who has prior prostitution, theft and burglary convictions, and his brother, Brandon Phillips, 21, with criminal homicide.

The investigation shows that Ray, 58, of Cottontown, Tenn., and Stephen Phillips, who is known to dress as a woman, were acquainted. Ray allegedly agreed to pick up Stephen at a Dickerson Pike business on Tuesday night.

Brandon allegedly followed them in a black vehicle and communicated with his brother via text message. When they were stopped at the intersection of Westchester and Stilton Drives, Brandon is alleged to have shot Ray after walking up to the driver’s side window of the vehicle.

According to the Metro Nashville Police Department, Stephen exited the vehicle and the car eventually struck a home.

The police department said they were “aided greatly” by information from members of the community.

The two suspects are currently in jail in lieu of $500,000 bond each.
