Police arrest Bellevue man in connection with fatal hit-and-run

Bellevue resident Matthew W. Winn is jailed in lieu of $50,000 bond on charges of DUI and leaving the scene of a fatal accident on Highway 70 that claimed the life of a pedestrian, Metro Police reported Wednesday.

The victim is identified as Hongyong Lee, 48, of Waterford Circle. According to preliminary reports, Lee was struck by a truck driven by Winn at the intersection of Highway 70 and Hicks Road in Bellevue, near the Waterford Place Apartments where Lee resided.

Police said the accident occured around 2:30 a.m. and that Lee's body was dragged about 250 feet.

Winn later admitted to police officers that he had been drinking “two or three beers.”  Officers also said Winn appeared to be unsteady on his feet and had difficulty following directions when interviewed.

It was unclear whether Lee was in a crosswalk or which direction he was crossing when he was struck, police said, but added that after striking Lee, Winn turned around and pulled into the Shell convenience market across the street. He then called a friend and said that he had hit something in the roadway, according to police.

The initial report shows that the friend came to the scene, realized that a person was down in the street, and went to help. Police say that at some point thereafter, Winn left the scene and went to his Bay Cove Trail home, was contacted by his friend who urged him to return to the scene, and upon doing so was apprehended by officers.

Additional charges against Winn are possible as the investigation continues.
