Sometimes good things come from unexpected places. That was certainly the case last week when President Bush and the Republican-dominated Congress agreed to triple international AIDS funding. More importantly, Bush thus far has resisted efforts from right-wing moralists to link the funding directly to abstinence education over condom use, or to insist that the Global Fund, a Switzerland AIDS group slated to receive $1 billion of the total package, be placed under the direct supervision of the United States.
