I think the markets are working pretty hard toward those ends gd.
R & D, as with anything, reaches a point of diminishing returns and we've should be careful about how much central planning goes into it. The markets are a pretty good arbiter.
As I've said before though, if we are going to be spending any stimulus money in the economy it shouldn't be directly funding crack whores. It should be spent on highly educated scientists and physicists developing whiz-bang gadgets and then let that money trickle down through Morton's tips... to McDonald's drive thrus... and then to the crack-whores as God intended it.
