While I was pleased last week to hear the president in his State of the Union address talk about the need to make America "much less dependent on foreign sources of energy," I was disappointed he missed the opportunity to provide specifics about how to achieve this goal. So I went to bed and dreamed of the State of the Union speech I wished I'd heard:
"My fellow Americans, I come before you tonight to announce a historic undertaking, to call on the American people to put an end to our destructive and shortsighted dependence on oil.
"During World War II, President Roosevelt created the Manhattan Project
