Carr joins Titans

The Oakland Raiders declined to match the Tennessee Titans’ offer for defensive back Chris Carr, allowing him to join the Titans.

Carr, a restricted free agent, was signed to an offer sheet by Tennessee last Friday and the Raiders had a seven-day period to match the deal, believed to be just under $2 million.

Carr will likely take over as the Titans’ primary return man and will compete for a backup role in the secondary. Since Carr came into the league as an undrafted free agent and was tendered at the lowest level by Oakland, the Titans owe the Raiders no compensation for the signing.
