Affordable housing in a low-income neighborhood is what local developer E.J. Boyson plans to accomplish with Millenium Apartments, a new apartment complex being built on Seifried Street near D.B. Todd Boulevard.
Boyson qualified for a tax credit through the Tennessee Housing and Development Agency (THDA), which offers tax credits as an incentive to develop in underdeveloped areas.
