A 23-year-old is charged with attempted criminal homicide after police said he admitted to shooting another man in a parking garage on James Robertson Parkway.
Police arrested William Penn Scales Monday afternoon for the Aug. 20 shooting of Dejuan Osborne, 22, who was a passenger in vehicle that was apparently blocking the garage exit as the vehicle Scales rode in tried to leave.
Angry that the Volvo sedan was blocking the exit while those inside stopped to talk to passersby, Scales stepped out of a Ford Explorer he was riding in, walked up to the Volvo and fired a single shot, which hit Osborne in the mouth and lodged in his cheek, according to police.
Scales is being held on $500,000 bond. He has prior convictions for drug possession, unlawful weapon possession and vandalism.
Osborne was treated at and released from Vanderbilt University Medical Center.
