Metro police have charged 19-year-old Samuel Maurice Parham with criminal homicide following the fatal shooting of 18-year-old Vincent Antonio Smith Monday night.
The shooting happened in the James Cayce public housing development around 6:30 p.m. Officer Nicholas Kulp chased Parham and shot at him after, according to police, Parham reached for his waistband.
Parham was wounded in the upper right arm. A department spokesman said later that police found a 9 mm handgun at the spot where Parham was shot and taken into custody.
According to police, ballistics testing by the Tennessee Bureau of Investigation crime laboratory linked that gun to Smith’s murder.
Police also claim Smith told a responding officer that someone named “Sam” shot him.
Police charged Parham Tuesday with attempted aggravated assault [1] on a police officer for his confrontation with Kulp.
