Civil Site Design Group adds project manager
Gary O’Brien  has joined Civil Site Design Group as a project manager.
O’Brien will handle project design, coordination, and management for commercial, residential and health care projects.
“We are very happy to welcome Gary to Civil Site,” said Rob Porter, CSDG managing principal. “He brings more than 25 years of design, construction and management experience to our team. His unique experience and skillset make him a wonderful addition to Civil Site Design Group.”
Before joining Civil Site Design Group, O’Brien worked with Actus Lend Lease as a senior program manager. In that role, he coordinated the details of a $400 million project to build and renovate hotels on 12 U.S. military osts across the country. O’Brien was also associated with CEI Engineering Associates, where he served as regional manager, increasing annual revenue in the Nashville branch office by $800,000 over his six year tenure.
O’Brien is a graduate of Tennessee Technological University with a Bachelor of Science degree in civil engineering. He is a member of the American Society of Professional Engineers, and maintains NCEES Record and registration in 15 additional states.
VUMC adds director of health policy department
Dr. Melinda Buntin , deputy assistant director for health at the federal Congressional Budget Office, has been named chair of the newly created Department of Health Policy at Vanderbilt University Medical Center.
Buntin will begin her work with VUMC in August.
The new department represents a reorganized and growing version of the Department of Preventive Medicine, chaired for 31 years by Dr. William Schaffner, who will continue his VU teaching and his work with the emerging infections program, a population-based network including the federal Centers for Disease Control and Prevention and state health departments.
“Dr. Buntin’s timely recruitment brings significant insights into current and future pressures facing our nation’s health care system while also creating an exciting opportunity for growth in Vanderbilt’s national leadership in health policy research and design, thus furthering our ability to bring a multi-disciplinary approach toward solving the many public health challenges we face,” Dr. Jeff Balser, vice chancellor for health affairs and dean of the Vanderbilt University School of Medicine, said in a release. “Dr. Schaffner’s long-serving, forward-thinking approach to public health issues leaves a strong foundation for Dr. Buntin to build upon.”
At the CBO, Buntin has been responsible for managing and directing studies of health care and health care financing issues in the office’s Health, Retirement and Long-Term Analysis Division. The CBO analyzes health issues and policies that affect the federal budget, including Medicare, Medicaid, subsidies for the purchase of private insurance, public health and private health insurance markets.
Prior to joining the CBO, Buntin was deputy director of RAND Health’s economics, financing and organization program, director of public sector initiatives for RAND Health, and co-director of the Bing Center for Health Economics. Her research at RAND focused on insurance benefit design, health insurance markets, provider payment and the care use and needs of the elderly.
Buntin has an A.B. from the Woodrow Wilson School at Princeton and a Ph.D. in health policy with a concentration in economics from Harvard.
Fifth Third adds managers
Fifth Third Bank has added two relationship managers to its Nashville-area office’s business banking division.
Allan Joiner  joins Fifth Third as vice president and business banking relationship manager and will be based in Nashville.
Joiner was previously employed at Avenue Bank and has worked in the financial services industry for 21 years. He is a graduate of the University of Kentucky with a bachelor’s degree in business administration and a MBA degree.
Yolanda Greene  joins Fifth Third as vice president and relationship manager and will be based in Rutherford County/Murfreesboro.
For the last 10 years, Greene has worked for SunTrust Bank as a commercial relationship manager with experience in government and non-profit lending, SBA lending, treasury management, depository services and commercial lending.
Greene has a bachelor of science degree in biology with a minor in chemistry from Tennessee State University. She also earned an MBA from Tennessee State University.
